写作说明： 述职报告是指担任领导职务的干部或单位负责人,根据制度规定或工作需要,定期或不定期向选举或任命机构、上级领导机关、主管部门以及本单位的干部职工,陈述本人或单位在一定时间内履行岗位职责情况的书面报告。述职报告,按时间可分为年度述职报告、阶段述职报告和任期述职报告;按内容可分为个人述职报告、集体述职报告。
述职报告一般由首部、正文和落款三个部分组成。
1.首部。主要包括标题、主送机关或称谓等内容。
(1)标题。述职报告的标题有单标题和双标题之分。单标题一般为"述职报告",也可以在"述职报告"前面加上任职时间和所任职务;双标题由正标题和副标题组成,副标题的前面加破折号。正标题是对述职内容的高度概括,副标题与单标题的构成大体相似。
(2)主送机关或称谓。标题之下第一行顶格写主送机关或称谓。向上级机关呈送的述职报告,应写明收文机关;向领导和本单位干部职工作述职报告,则应写明称谓。
2.正文。由导言、主体和结尾三个部分组成。
(1)导言。包括两方面内容:一是任职介绍,说明自己的任职时间、担任职务和主要职责,简要交代述职的内容和范围;二是任职评价,扼要介绍任职以来的工作情况。这一部分力求简洁明了。
(2)主体。这是述职报告的核心,主要陈述履行职务的情况,包括三个方面的内容:一是任职期间的任务完成情况,取得的主要工作成绩;二是存在的问题及经验教训;三是今后工作的努力方向、目标或打算。
(3)结尾。一般要求用格式化的习惯语来结束全文,采用谦逊式结尾、总结归纳式结尾或表决心式结尾等形式。

二、坚持不懈抓好各级班子建设 从上任的第一天起,我就注重各级班子建设,在县局班子自身建设上,通过落实《党组议事规则以《关于强化县局领导班子成员工作责任的决定》和《县局党组关于加强一把手监督管理的意见》等制度,对县局班子的思想、作风、纪律进行全方位约束。同时,在改进领导方法上,引导大家不断加强学习,努力提高领导艺术,进一步增强了县局班子的凝聚力和战斗力.在中层干部和分局班子建设上,以改革为契机,通过竞争上岗,调整干部80余人次,使年龄结构、知识结构、专业结构得到明显优化,大大提高了中层干部的整体素质。在一般干部的调配上,实行双向选择,共调整岗位300余人次,促进了人员合理流动,实现了人力资源的优化配置,特别是县局机关及一些重要岗位人员的整体素质明显改善。通过坚持不懈地加强各级班子建设,为全县国税事业的健康发展提供了强有力的组织保障。
三、精心组织税收业务工作 我努力学习应用马克思主义的系统论和方法论,提出了以打好"四大战役"为主线、精心组织实施税收工作大合唱的构想。一是科技兴税战役。6月初,召开全县税收信息化建设工作会议,对科技兴税战役的目标、任务和步骤作出了系统部署,并把推广应用CTAIS作为突破口,拉开了税收信息化建设的序幕。二是依法治税战役。9月初在所属的东宝分局召开了全县依法治税工作会议,并把该分局作为试点,以实行个体税收分类管理为重点,探索依法治税与税收征管的有机结合,经过本年试点,总结了一套操作性较强的运作模式,并在全县进行了推广。三是促产增税战役。10月中旬,召开了全县税收工作会议,以此为契机,在全县开展了服务经济的"十个一"工程,以外向型经济为重点推动税收结构不断优化,全县外向型经济实现税收比上年增长38%,成为拉动经济增长的新亮点。四是文明办税战役。以召开全县国税系统精神文明建设交流会为标志,提出以优化服务、文明办税、勤政廉政、提高工作效率为主要内容的工作要求,使全系统干部的精神面貌和工作作风有了明显的改善。"四大战役"的相继实施,构成了税收业务工作的完整体系,同时,使全局工作保持了思路清晰、主次分明、整体联动、协调推进、一以贯之的鲜明特点,体现了中长远目标和阶段目标的有机结合。
四、不断创新备项税务管理 在年初全县机构改革动员大会上,我旗帜鲜明地提出:税收工作要不断创新,这是推动国税事业进步的根本动力。这个观点既是我长期思考和实践的深切体会,也是指导我开展工作的一条重要准则。一年来,重点进行了四项创新。一是按照推进现代化税收管理的进程,依托CTAIS(中国税收征管信息系统),对税收征管方式进行了改革创新。二是按照简政放权、转变职能的要求,重组岗责体系,规范工作流程,进行了机关工作运行机制的创新。三是按照理顺秩序、规范管理的要求,新建制度75项,修订制度36项,进行了工作制度的创新。四是按照提高工作效率、改善办公环境的要求,对县局机关和城区三个直属分局办公楼按现代化标准进行改建,增添设施、完善功能,进行了机关工作环境的创新。这一系列举措,都体现了求实效、求发展、与时俱进的时代特点,使我县国税工作较好地保持了生机勃勃、蒸蒸日上的发展态势。
五、互融共进抓好勤政廉政建设 在加强勤政廉政建设工作中,我始终坚持了三个观点:一是坚持党风廉政建设与税收中心工作的高度统一性,从本质上认识党风廉政建设对税收中心工作的促进作用,从而增强党风廉政建设的自觉性;二是坚持党风廉政建设与履行职责的互融共进性,把党风廉政建设作为履行职责的基本保证和重要基础,要求各级领导在履行职责的过程中自觉严于律己,维护党风、行风的纯洁;三是坚持党风廉政建设与工作实绩的关联性,加强党风廉政建设的根本目的是为了规范"两权"运行。基于上述三点认识,在整体部署上,我始终把党风廉政建设当作国税工作的一个环节、一道程序,一同部署,一样督办检查。在具体操作上,我力求做到带头守纪、以身作则,办事公道、不循私惰,作风正派、勤政廉政,较好地发挥了示范作用,促进了全系统党风廉政建设工作的不断加强。年底,县局机关被评为全县党风廉政建设先进单位。
