搭建主题教育平台，拓展主题教育空间
——丹阳市关心下一代工作委员会

自四月初镇江市关工委有关“学雷锋、知党恩、讲品德、见行动”主题教育活动的指示精神下达以后，我们根据年初制定的“围绕一个主题，立足两个服务，突出三个重点，落实四项举措”的全年工作思路，根据落实社会主义核心价值体系教育的要求，并结合建设丹阳特色教育辅导站和示范辅导站的实践，在全市上下各级关工委积极推进主题教育活动。到目前为止，全市基本形成了以市校外教育辅导示范基地为引领，以界牌镇界中村等七个特色辅导站为依托，以20个丹阳市优秀辅导站和合格辅导站为重点的良好发展态势。现将“搭建主题教育平台，拓展主题教育空间”的有关工作情况汇报如下，不足之处敬请批评指导。
一、搭建平台、设点示范，打造主题教育活动基地。
主题教育活动面广量大，必须典型引路，示范拉动。为使全市各个层次的关工委以及辅导站明确要求、掌握要领，我们首先着力建好开发区毛家社区和丹阳市实验学校联办的校外教育辅导站，并把它作为一个示范点，构筑好主题教育活动的展示性平台。打造这个点，是鉴于以下几方面因素的考虑：
一是有特定的区域要求。由丹阳市实验初中、丹阳市大泊中学、丹阳市大泊中心小学“三校合一”而组建的丹阳市实验学校，其生源主要来自开发区的毛家社区（即原来的大泊镇），而且毛家社区似城非城，似乡非乡，区域经济的发展，迫切需要加强未成年人的思想道德建设。
二是有特定的校外教育要求。由于毛家社区一是原居民多，二是外来务工人员多。
三是在企业上班的工人多，校外教育一直是很多家庭的盲点。随着生活水平的不断提高，越来越多的家长，对子女的校外教育需求越来越迫切。
四是特定的品牌输出要求。丹阳市实验学校是丹阳乃至镇江的优质学校，其办学业绩受到担任全国教育学会会长的老教育家顾明远，担任省教育学会会长、原省教委副主任周德藩的充分肯定，而毛家社区的许建军书记对精神文明建设的意识十分强烈，由这样的教育品牌和社区力量共同推进主题教育活动，无疑会对面上的活动开展起到重要的推动作用。鉴于此，我们和教育局关工委经过充分的调查研究，决定把实验学校和毛家社区联办的这个辅导站，升格为“丹阳市校外教育辅导示范基地”，通过这一基地示范活动的开展，给面上的工作启动树标立杆，现场放样，让辅导站对主题教育的开展，做到“心中有数，手里有底”。
二、整合资源，形成主题教育活动的合力。
一是整合硬件资源。丹阳市实验学校、大泊中学、大泊中心校自2011年“三校合一”以后，原大泊中学的校舍归实验学校所有。这一闲置校产资源的整合使用，将对基地建设的规模性、综合性实施提供一个新的空间。为此我们对原大泊中学的校舍环境以及基础设施进行全方位的、符合主题教育活动要求的总体性调整。今年以来，在市委常委、开发区工委主任李刚同志的大力支持下，在实验学校、毛家社区的努力下，闲置一年之久的大泊中学，目前已逐步改造为规模型的主题教育活动基地。
二是整合领导资源。实验学校校长诸华平是整合学校资源，建设规模型辅导站的首创者，由他提出的建设意见迅速得到了市教育局分管领导和关工委常务副主任、老局长林起熊以及毛家社区许建军书记的积极响应。为此，我们将教育局、毛家社区、实验学校三方面的领导力量凝聚到一起，形成了示范基地建设方案。在总体框架的引导下，示范基地又进行了层层发动，形成了运作方案，并一一落到实处。
三是整合队伍资源。实验学校的“绿色德育”教育特色在镇江市乃至全省都有知名度，而且拥有一支特别能奉献的德育队伍；更为重要的是，实验学校以大泊中心校老校长王良弼为代表的“五老”队伍，热心关工委工作，去年作为省关工委会议现场的晓星辅导站，就是他们的杰作。我们通过示范基地的建设，使校内、校外这两支德育队伍组合成一支全新的主题教育辅导队伍，专兼职结合，内外互动，新老交替，优势互补，从而为示范站主题教育活动的开展提供了有力的保障。我市行宫村辅导站整合公安系统的“蒲公英计划”，妇联系统的“关心行动”和行宫中小学“关爱留守儿童教育”等各种资源，以“学雷锋、做好事”为主题，对留守儿童进行主题教育，受到了良好的效果。
三、 调研为先、效果为重，确保主题教育活动的质量。
示范基地的重要标志就是活动水平的示范性、活动质量的示范性，其中，主题教育活动的调研力量有机集中，尤为重要。我们的做法是：
一是选定导师。我市正则小学关工委常务副主任、江苏省著名的德育教师吕同德，尽管年过七旬，依然青春不老，热心主题教育的热情不减当年，多年来，为全市关工委工作的发展，尤其是青少年的思想道德教育，作出了重要的贡献。为此，我们请吕老担任示范基地的活动总指导。目前，凝聚吕老心血和智慧的《活动方案》几易其稿后，我们经过广泛征求意见和示范基地领导小组、工作小组讨论后，已形成正式文件下发至关工委，并在示范基地，先行着手实施。
二是成立研究室。主题教育是今年关工委工作的重要任务，也是新形势下创新关工委工作的重要途径。正是基于这一认识，我们成立了关工委工作研究室，由原教育局办公室主任郦汉章担任主任，并兼任示范基地的活动指导站站长，其主要任务是研究主题教育活动的策划、推进指导以及相关策略的研究，以确保我们市关工委主题教育推进工作的落到实处，目前主要是配合吕老抓好示范基地主题教育活动的策划、科研工作。
三是组建活动调研队伍。我们充分挖掘学校的科研力量，由学校的政教处、德育处、教科室、少先大队部以及退休老教师代表组建成主题教育活动的策划、调研队伍。在吕老和我们研究室的指导下，市主题教育辅导示范基地的十个活动室、界牌镇界中村、开发周区胡桥村、镇北村等辅导站围绕主题教育活动所展开具体的策划、设计和指导工作。就室内布置而言，每个活动室既体现“专一”的特点，即有各个活动的要求，又体现“共有”的特点，即每个室的主题统一，思想统一。既象教室，更象活动室。
四、全程设计、环环扣题，提高主题教育活动的运行水平。
为防止主题教育活动的“走过场”、“空架子”，真正体现关工委工作的常态化和一体化运行水平，以展示关工委工作在社会中的形象，体现关工委工作的作为，真正做到辅导站建设上水平、上台阶我们对示范基地的主题教育活动进行了全程设计：从今年4月到明年元月，长达八个月的时间、 五个运行阶段，根据不同活动要求的总体设计。其总的特点是：以节假日活动为重点，以暑期夏令营活动为主体，力求体现“小型”、“多场”、“就近”、“公益”的原则下，争取辖区内未成年人参与率达80%以上，活动次数在90次以上。
这五个阶段不同的要求是：
第一阶段（4月30日至8月10日）：辅导活动——开展“看、读、讲、唱、画、写雷锋”的文化熏陶活动，使未成年人在文化活动中接受雷锋精神的熏陶和教育，各活动班分别组织。
第二阶段（8月25日至9月25日）：调查体验——开展“像雷锋那样感知党恩”调查体验活动。每人进行“党恩之花开在我家里”调查活动，并填表、交流、数据、漫谈。
第三阶段（10月5日至11月5日）：志愿服务——开展“踏着雷锋足迹前进”志愿服务活动。
第四阶段（11月20日至12月20日）：评比表彰——开展“雷锋看着我们笑”评比表彰活动
第五阶段（12月30日至元月20日）：总结反思——开展回顾反思总结工作。
五、注重内涵、积极突破，加大主题教育活动的推进力度。
依托主题教育活动，建设好校外教育辅导站示范基地；通过示范基地建设，反过来促进主题教育活动的建设。两者相辅相承，互为一体。根据在示范基地和各辅导站开展主题教育活动的这一总体思路，我们力求达到这样一个目的：让青少年肯来、想来、要来；让家长高兴、满意、放心，从而实现“辅导站跟着生源走”、“辅导站建在学员心中”这一工作目的。
一是在活动思路中求突破。主要做到“五个结合”：校外教育与课外活动相结合，“五老”作用的发挥和在职教师的主动参与相结合，辅导教师的辅导和家长的配合相结合，学校指导和村、社区支持相结合，集中辅导和分散活动相结合，通过：“五个结合”，真正体现“五老围着主题想、社会帮着“五老”建，辅导员带着学生学，学生跟着辅导员走”这一良性的运行机制。
二是在活动组班中求突破。每次活动一是要保人数，二是要保质量，三是要保安全。为了加强管理，并利于活动辅导，我们示范基地的各个活动室的学员组班，主要以实验学校辖区内学生集中的建制班为基础，一般为小学四、五年级，初中为初一、初二年级，每次活动均由所在班主任带队进入基地。这样，家长放心，学员定心，同时也使辅导员，没有后顾之忧 。
三是在活动形式中求突破。围绕主题教育活动方案，各活动室的每一次活动以专项活动为主，兼顾学业辅导，就是让学生背着书包，带着作业本进基地，做到主题活动和完成学业两不误，这样既能掌握每次主题教育活动内容，又能完成自己应该完成的课后学业任务。例如，由民政局关工委、云阳镇万善园社区、云阳镇第二中心校共建的“四点半校外辅导站”，以外来打工子女为辅导对象。每次活动先由辅导员讲雷锋故事，然后按不同年级学生组班进行学生辅导，在老师的辅导来完成课后作业，受到了社会的好评。
四是在活动管理力量的配置上求突破。我们以市关工委名义，要求在职、兼职辅导员和学员一 律挂牌活动，一个建制班学生根据活动要求分散至各个活动室，一次活动一个学员群体，管理上以所在建制班主任为主，由“五老”组成的在职辅导员配合协助。
五是在活动辅导力量的调配上求突破。为提高质量，吸引学员，让家长认可，让社会称道，我们的活动由两支队伍交替进行，一支是由我们“五老”人员担任在职辅导员，一支是由学校的任课教师以及社会上有一技之长的志愿者担任兼职辅导员难度较大、才艺辅导要求较高的活动，如文艺、体育等以兼职辅导员为主，难度较小，偏重于兴趣类的以“五老”人员为主。如我市行宫村校外辅导站以关爱留守儿童为辅导对象，每次活动两支队伍，并十分踊跃，先开展思想道德活动，再进行“一对一”、“面对面”的心里辅导，多地农民及所在行政村领导十分满意。
六是在活动室的内部设置上求突破。首先，要象一个活动室，让学员有新奇感，即每个活动室突出某项活动的专长要求，根据不同的活动要求添置好必要的器材；同时，也要象教室，让学员有亲近感，要有课桌、凳等必备的学业学习条件。这样，各教室更象活动室，基本上都室做到了“八个有”。有辅导老师、志愿者、名单，有学员名单，有活动公约，有活动点名册，有活动过程记载本，有班花文化专栏，有活动成果专栏，有学员光荣榜，有活动喜报台，有学校、家庭信息桥。
